Hi,
Normally, the key combination Ctrl + Shift + Tab should take the user to the previous tab/document. With PXV, no such thing happens.

Which version are you using? I presume by PXV that you mean PDF-XChange Viewer.
Shortcuts can be customised.
I think this looks like a bug (though it is not) because of the meaning of "Previous Document" and "Next Document." In other applications it just means "the tab to the left" or "the tab to the right."
In PDF-XChange it means "the previous document viewed" or "back to the last document viewed."
PDF-XChange allows you to drag and drop tabs on the navigation tab toolbar to any desired order, so I'm not sure what Ctrl Shift Tab should do in that case.
