I am using version 2.0 (Build 42.3) to view and complete a pdf form. After completing the fields I use File/Document Properties/Security to change the Security Setting from No Security to Password Security. I insert a password on changing permissions for the document, permit high resolution printing and set "No Changes Allowed". I then click OK and the dialog box reflects my changes. I hit ok again.
My security changes are ineffective. I can still insert information into the form fields (this is true whether or not I save the document before trying to complete the form fields). If after saving the document and closing it, I reopen the document, all of my security changes are gone.

what version of the viewer are you using? I just tried what you described using v42.3 (latest http://www.docu-track.com/download/PDFXVwer.zip ) and had no problems.
I also tried doing what you described but used Save As after adding the security options. Then when I try to open the document I am prompted for the password. If I enter the password I can access the file and the permissions are changed as expected. I don't have an explanation for what you are seeing. Are you certain that you have wite permissions on the file? If you see the same thing with 42.3 can you try please Save As?
1) check you are using the latest version
2) make the changes as you described adding a password for the document
3) use save as to make a copy of the document
4) open the new document and you should be prompted for a password etc and see the expected changes.
Please let us know here how this works for you. We may need to investigate further.

When the steps you suggested did not work, I went back to the test form I was using. Turns out we created the form in Adobe Acrobat Pro 9, and had enabled the Adobe Reader Extensions for that form. Once the Reader Extensions are turned on, apparently you cannot change the document security settings for that form. Adobe Acrobat gives you the option of saving as a copy which turns off the extensions. Adobe Acrobat can then change the security settings in such copy, although your viewer still cannot.
Once I used another form in which the extensions were never turned on, your viewer was able to change the document security settings as desired.
Another question. We are trying to use your viewer within a Citrix environment. When we open a pdf form in Internet Explorer within Citrix a little tool bar opens up in the lower right hand corner of the IE window giving us a choice of either Acrobat Reader or your viewer control. Is there any way to make your viewer come up automatically so that we do not have to choose the extra step of selecting your control?

I think you need to disable the adobe reader plugin in the browser Tools->Manage add-ons

We disabled Adobe Reader plug-in in the browser as you suggested but it still appears in the lower right hand corner of the browser window. Any other suggestions we could try? Could it have something to do with the Citrix environment?

I'd like to get confirmation on this from our dev team but I think that the viewer even in it's IE addin form is showing that because you have Adobe Reader installed. If you uninstall Adobe Reader I expect you to no longer get that. Being a Terminal Server environment I assume when you said

Ivan -- I have just emailed you the form with Adobe Reader Extensions enabled that we could not secure with the viewer.
