[Bug] Menu Navigation With Keyboard

Using the left/right arrow keys to navigate the menus gets stuck on the Edit, Undo, Redo list.

On other submenus, the right/left arrow will navigate to the next/previous menu.

One can use escape to close the submenu, then down, then right/left.

A trivial problem, but worth reporting, as it may affect avid keyboard users.

The Stamps palette, and all of the Commenting Tool submenus suffer from the same problem.
