It seems, that PDF-XChange Viewer saves always in PDF v 1.6. Unfortunately the austrian e-government-system accepts PDF up to v 1.4, only. Till yesterday, the system does a versioncheck (after running for more than two years without ... ), so whe can't send PDFs with were modified with PDF-XChange Viewer (mainly added text).
Is there any possibility to tell PDF-XChange Viewer to save in this version?
Annotating or adding text to a PDF file was added to the PDF Specification in version 1.5 and extended in 1.6 so it is not possible for our viewer to save in lower version when you have added text to the file. It always tries to use the lowest possible version when saving, but with the changes you made it's not possible to go under 1.6.
If you have a license for our PDF XChange Printing drivers as well you might try to "print" the file after the modifications and in the driver select a lower version, this will effectively make your changes part of the main body of the document and it should be able to save as 1.4
Maybe the viewers "Flatten Comments" feature could help.
I can't test it here, since I'm not really sure, how the version is determined.
When I add an annotation (tried Sticky Note and Typewriter) with the viewer and save the document, the source code still starts with "%PDF-1.4"
But from the description Stefan gave, I'd say, you could give it a try.
You are correct - flattening will revert the version back to 1.4 as this results in the the ability to modify any annotations added being lost - as they are now just no longer editable. Thus, the need to save in V1.6 is therefore no longer required.
