ToolProperties Command State allways 'Disabled'

ToolProperties Command State allways 'Disabled'

Hi,
I'm using Version 2.0 (Build 42.3) of the PDF-XChange Viewer Pro. Currently I rebuild the ToolBars and Menues, of the Viewer, to mathch our CI. And everytime i check the state of the 'ToolProperties' command (#33116), it is set to 'Disabled', although, the built-in Popupmenu shows it as enabled, and it can be executed.

Is this a bug, or is the State intended to be 'Disabled'?

Please upgrade your version to current 42.4 build and check it.
If no one object(annotation) with properties is currently selected then 'State' property of this command equals 'Disabled' (or "Offline").
