Trouble highlighting document

Trouble highlighting document
I'm new here and new to the program. I have been using it for about 2 or 3 weeks. It's worked well so far. One of the papers I am reading will not allow me to highlight. I can draw on it and add stickies but I can't highlight, strikethrough, or underline the text. Does anyone know why?

Does it actually contain any text? Some PDF files are just scanned images of text.
Check the security tab of the document properties too (Ctrl D). It may be that content copying is not allowed.
