Multiple users in one PDF-document

Is it possible that the viewer of a second user who opens the same PDF-document (on a network) , is put in a read-only mode?
That way I am always sure that I can save the document after adding comments.
In read-only mode I could not alter anything.

It would be a big plus, if this should be possible.
