People often make the (mental) mistake of typing the same word twice-in-a-row in documents; if one searches for repeated words (as an example) "the the" CTRL-F search will only flag all instances of a single "the" - it seems to ignore the rest. CTRL-SHIFT-F amounts to the same thing.

However, if one encloses the search phrase in quotations (literally: ' "the the" ') CTRL-SHIFT-F works fine and only flags all instances the phrase, ignoring all single words, as it should - while CTRL-F (obscurely) does not find the phrase (even enclosed in quotes), it still insists upon flagging all single instances of "the".

Hope that makes sense. (Tested on numerous documents, behaved the same each time.)
