I have a the Measuring and Properties toolbars hidden. I don't use them often and it saves me a row of tools at the top of my screen. However, when I switch to Full Screen mode all the toolbars are activated and shown regardless of which I had hidden previously. Does this make sense? If I didn't want the toolbars before I don't want them when I switch to full screen mode.

Fullscreen mode and Windowed mode (and browser plugin mode), each remember their own toolbar settings. This makes a great deal of sense. It is highly configurable. Customisation settings can be exported and imported too, from the Edit menu.
Do check out the customisation options by right-clicking on any toolbar. Make yourself a customised toolbar using any standard toolbar, and add a shortcut for it. Then you can show/hide it fullscreen mode too.
