Hi,
After a clean operating system and software install, I now need to retrieve my PDF-XChange Viewer user preferences and settings, and also the client configuration, from a backup drive. Could someone please tell me what these files be called and where they are located?

You can export and import the settings from the Edit menu.

The Non-portable version store's settings in the registry, so you need to export HKEY_CURRENT_USER\Software\Tracker Software\PDFViewer from backup and import it on new OS.
The Correct way to keep settings - export them before reinstalling OS and later import them.
