Editing and Removing Text in a PDF File

I'm attempting to edit text in a PDF document, but the "delete," "cut", or "remove text" options on the PDF-XChange Viewer toolbar are not functioning. How do I enable these functions? Is there another way to edit the text on the document.

No, you can only edit text you have typed in comments. A PDF file is not like a word-processor document.

As Bhikkhu says we currently do not allow this - thouh it will come, perhaps a little later this year and as already stated PDF files are not like Word Processing files...

However - you can use the text box option to cover up existing text/objects and replace with your own by matching the text box background/font style etc, you can do a passable job for small editing needs - and then use the 'flatten' comments option so it cannot be easily modified/replaced/deleted etc.
