Why can't I use the Comment and Markup Toolbar?

Why can't I use the Comment and Markup Toolbar?
It's displayed, but faded.

Hello Advice Pro,
Most probably the document has security restrictions that do not allow you to modify it.
When such restrictions are in place all tools are deactivated (or faded) so you can not use them.
Please check how the name of the document is displayed in our Viewer.
If it is like "document_name(SECURED)" then the tools are inactive exactly for the reason stated above.
