If just marking up and commenting is all you are after, then the Free Viewer would probably suffice:

If you decide that you would like to make those comments permanent by e.g. flattening them, or if you would need to occasionally add/delete pages from a PDF - then a license for the "pro" features in our Viewer might also be needed, but as a first step, download and test our Free Viewer and I believe you would be happy with what it has to offer.

Thanks, Stefan. Pardon my ignorance with this new product, which i was able to download, but how do I use it?
My PDF's automatically open with Adobe Reader 9.4 ... do I need to change the default program?

you can choose to associate our Viewer with PDF files in Windows. This will make it open our Viewer when you double click a PDF file in Windows. You don't have to do this however to use the software. You can still launch the Viewer and then drag and drop files onto it, use the File --> Open method or even right click in Windows and select "Open with".
To set PDF-XChange Viewer as default simply start it and go to Edit --> Preferences --> File Associations -->
Make Default PDF Viewer.
