I work for the council and we have a lot of building plans stored as PDF's but have different scales on them, most common I've seen is 1:50 or 1:100.
The free viewer measure tool measures in a scale of 1inch to 1meter.
Is there a known way to set the measure scale depending on the scale of the PDF plan?
As part of the efficiancy push, we're looking to use more electronic doc's to avoid the cost associated with paper and time delays moving hard copy. There are a lot of teams which need to consult on the plans and make sure they conform to regulations, so having a free PDF viewer to allow these people to measure and write comments on a plan without having to rely on paper would be a big plus for us.

Hello Ben,
This 1 in = 1 m is the default scale but yes you can easily change that.
Have a look at this KB article, to see how to change this scale.
If the scale is unknown for now you will have to guess it with trials and errors, but we are planning to introduce a calibration tool in ver3 of our Viewer.

Further to the above -I am having problems changing the scale of the measurement tool using version 2.5 of the PDF Exchange viewer. I have read the article but I can't work out where the "Properties" toolbar is to change the scale- I have found a button called 'change scale ratio' but this is blanked out and cant be selected? Any help would be much appreciated!

Hello Susie,
The properties toolbar is toggled with Ctrl + E, so first right click in the toolbars area to make sure that you have not accidentally hidden it, and then - every time you select a tool in our Viewer thsi toolbar should change to show you the available options for the tool selected.
Here is how it should all look with the measurement tool selected, and the right mouse button clicked on top of the properties bar.
