Your file contains a font with an invalid 'ToUnicode' table, which is used to translate codes inside the PDF to unicode characters - at least character '1' is mapped to unicode 0018 (). Further this document is tagged, and this is the reason why Adobe can extract / search for '1' character correctly (for now Viewer does not support tags, so we deal with this file in a more generalised way).
