If "Use Logical Page Numbers" is active, it shows both the page label and the pdf page number in the page navigation bar:
What I'm looking for is a way to click on the number 391 and enter an actual pdf page number to jump to. Is this possible?
Distant secondary question: Is the only place to set this "Logical Page" setting on the menu in the Thumbnails pane?
The problem I'm having is how to jump to a pdf page number? For example in the above snip, I've entered 387 but it will only jump to the page that has a label 387, not actual page 387. Since it is possible (and surprisingly common) for there to be multiple groups of "logical page numbers" in a single document, which consist of the same ranges of "page numbering" (IE, you can have page 1-10, more than once in the file, on top of the actual physical pane numbers), such an option is not planned to be implemented at this time.
As for toggling logical page numbering on and off, this can also be done from the preferences, under the page display category, but the most easily accessible option is in the thumbnails pane, yes.

If you put + at the beginning of the page number, it will be interpreted as a physical page number, not a logical page label. In your example, typing "+387" would go to the physical page 387. I found this method by chance, so it may suddenly become unusable, but it works for both "Page Navigation Toolbar" and "Go to Page" in the latest build 396.

If this is the correct usage, it would increase the likelihood that users would know about this usage if it were mentioned in the "Page Navigation Toolbar" or "Go to Page" tooltip.

I am not sure I understand the question but I use three approaches.
The Page Numbering tool for a subseries of pages.
Or by selecting a range of pages in the Thumbnails panel and choosing the Number Pages option from the context menu.
Or F2 Rename in Thumbnails panel for a single page.
It might be noted that I have assigned a hotkey "N" to the Page Numbering tool.
There are probably more.
